UNIFORM PATROL
DIVISION

Uniform Patrol Division is the 24 hour coverage of the City Limits of Cumming in various capacities. These officers are the first contact that a citizen will have with Law Enforcement after a request or call for service. This division is responsible for normal Police activities, as well as details such as Funeral Escorts and special events.

REAL TIME CRIME CENTER

The Real Time Crime Center is a unit of CPD that specializes in using enhanced technology to help provide support to officers in the field. The team utilizes camera feeds, drones and other specialized technology to increase situational awareness for officers and speed up incident response in our community. At CPD, we have an entire division devoted to increasing safety and proactivity using these resources.

The Criminal Investigations Division serves as our primary investigation unit, overseeing case followup and managing crime scenes. This division works with specialized units, legal action and collaborates with partners to solve cases for the Cumming Police Department.

Chief PJ Girvan began his law enforcement career with the Atlanta Police Department, where he first served in the Uniform Patrol Division. He later joined the elite Apex Unit, targeting violent street crimes involving guns and drugs. Chief Girvan concluded his time with Atlanta PD in the Executive Protection Unit, where he provided security for the Mayor of Atlanta. A native of Forsyth County, Chief Girvan returned to his roots and began serving with the Forsyth County Sheriff’s Office. During his time there, he worked in the Uniform Patrol Division and later transitioned to a multi-jurisdictional narcotics unit, further honing his expertise in drug enforcement. Following his time with the sheriff’s office, Chief Girvan joined the City of Cumming Police Department where he held multiple roles, including Uniform Patrol Officer and Detective in the Criminal Investigations Division. During his time as a detective, he gained extensive experience investigating aggravated assaults, domestic violence, child abuse, and complex fraud cases. He also served as a Uniform Patrol Supervisor, where he led a team of officers in their day-to-day operations, ensuring the department’s effective response to 911 calls. In June 2023, Chief Girvan was appointed as the Chief of Police, where he continues to proudly serve today. He holds a bachelor’s degree in Organizational Management and Leadership from Reinhardt University and is a graduate of Northwestern University’s School of Police Staff and Command. He is an army veteran, graduate of Class 296 of the FBI National Academy, and has a Master’s degree in Criminal Justice from Florida State University. Chief Girvan is dedicated to leading the City of Cumming Police Department to new heights, focusing on the safety and needs of its citizens.

Lieutenant Anthony Hodgkins began his career in law enforcement in 2005. After graduating from Northeast Georgia Law Enforcement Academy, he started as a uniform patrol officer with the Union County Sheriff’s Office, later joining their SWAT team as a breacher and shield operator. Lt. Hodgkins served as the agency regional liaison for the Governor’s Office of Highway Safety, a field training officer, and first-line supervisor. In 2012, he joined the Forsyth County Sheriff’s Office, serving out of the North Precinct in uniform patrol, but moved to the School Resource unit in 2013. Lt. Hodgkins then served in the Office of Professional Standards as an instructor and supervisor. In 2019, Lt. Hodgkins joined the Cumming Police Department, where he has served as a sergeant in uniform patrol, provided input for budgets, personnel, fleet and hiring and much more during the period of initial growth. He holds an Associates of Business Administration from Reinhardt University, Bachelors in Political Science from the University of North Georgia, a Masters in Public Administration from the University of North Georgia, and certificate from the University of Louisville in Organizational Management. Lt. Hodgkins is currently pursuing his Doctorate in Strategic Leadership at Liberty University. He has many instructor certifications and supervises the instructors and field training officers within the agency, with a great understanding of how important proper training is for law enforcement.

Lt. Hodgkins is responsible for the uniform patrol division evening watch, traffic enforcement unit, training, armory and weapons systems, and the Chaplain Program. He believes that through proper leadership and culture, the Cumming Police Department will continue to progress and provide the utmost professionalism and standards for our community.

LT. ANTHONY HODGKINS

UNIFORM PATROL DIVISION COMMANDER

Lieutenant Chris Glowcheski joined the Cumming Police Department in June 2025. He brings with him over 17 years of law enforcement experience, along with a strong background in military service. Before beginning his law enforcement career, Lieutenant Glowcheski served honorably in the United States Army with the 82nd Airborne Division. He completed two combat deployments to Iraq and was honorably discharged at the rank of Staff Sergeant. In 2008, he joined the Forsyth County Sheriff’s Office, where he served in a variety of roles including the Jail Division, Uniform Patrol, Warrant Unit, and a Multi-Jurisdictional Drug Task Force. He also spent 12 years on the SWAT team, serving as an Explosive Breacher Team Leader.

At the Cumming Police Department, Lieutenant Glowcheski currently oversees the Uniform Patrol Division, Fleet Operations, the School Resource Officer Unit, and Department Equipment. Lt. Glowcheski
 is a recent graduate from Northwestern University Police Staff and Command. He continues to serve the City of Cumming with dedication, leadership, and a strong commitment to public safety.

LT. CHRISTOPHER GLOWCHESKI

CRIMINAL INVESTIGATION DIVISION COMMANDER

Lt. Nicole Esquilin earned her B.S. in Criminal Justice from Georgia State University in 1994 and began her career with the Atlanta Police Department that same year. Starting on foot patrol and in uniform patrol, she rose to detective, serving in vice, narcotics, sex crimes, homicide, and internal affairs. Focused on crimes against persons, she investigated approximately 100 rape cases in two years and served as lead detective on more than 50 homicide cases, assisting in over 500 during her time with the homicide unit. In 2005, she was one of four lead detectives on the Brian Nichols courthouse shooting case. She also gained extensive courtroom experience working alongside Atlanta prosecutors.

Her work was featured in the investigative series “Atlanta Justice,” highlighting six of her cases, and she has appeared in multiple true crime programs, including Snapped, Fatal Attraction,  Murder by Numbers, Real Murders of Atlanta, and ATL Homicide. She also served on the police shooting team, investigating officer-involved shootings, and later worked with the Fulton County District Attorney’s Office on major and high-profile trials. In 2019, she joined the Cumming Police Department’s Criminal Investigations Division, was promoted to Sergeant in 2020, and to Lieutenant in 2023. She now leads investigative operations while overseeing administrative functions, internal affairs, recruitment, and background investigations, and remains strongly committed to community service.

Lt. Esquilin is also a certified instructor and a graduate of the Guardian Leadership course, FBI LEEDA Supervision Trilogy, and Northwestern University’s Police Staff and Command program.
